Los Angeles Utility Assistance Program Overview
The government-funded Low Income Home Energy Assistance Program (LI HEAP) helps low-income Los Angeles County residents pay for utilities as part of the Los Angeles Utility Assistance Program. Low-income LA County residents receive power bill help from HEAP. This program helps legal residents only. Los Angeles power bill help requires county residency.
Four community organizations offer application services and various satellite locations for those who need help but don’t reside near them. Check each application site’s geographic limits before applying.
Utility Bill Payment Assistance for Low-to-Middle-Income Families in LA
Low-income households receive annual support to reduce energy consumption and pay energy bills. The household’s monthly income must meet poverty requirements to qualify. Families with children under six take precedence over families with elderly adults, disabled people, and disabled individuals.
This program pays current, late, or disconnected utility bills, not reconnection penalties or emergency help. Complete or erroneous applications take eight to twelve weeks to process. CAP, ECIS, and weatherization make up the program.
California Cash Assistance Payments (CAP)
CAP helps eligible applicants pay for heating and cooling. To offset heating and cooling costs, the applicant pays a utility company directly. The grant amount depends on the applicant’s county, household size, income, and financial ability. The applicant’s energy expenditures determine priority. Every year, applications are reviewed and helped.
ECIS provides compensation for gas and electric utility services in weather or energy emergencies. ECIS provides emergency gas and electric utility assistance like CAP. Utility assistance programs also work with the LA Weatherization Assistance Program.
Los Angeles Weatherization Program
The Los Angeles Weatherization Assistance Program replaces inefficient refrigerators, water heaters, microwaves, and lighting for free. Free weatherization reduces energy use. Weatherproofing, attic insulation, minor house repairs, and energy conservation are also provided. The facility does not offer cooling systems, but it may help repair existing units.

Disconnect notification recipients may receive emergency appointments within one or two days. Applicants can apply once per year.

Who qualifies?
This assistance program is only open to California residents. The following are some options that could be prioritized:

According to rules from the Department of Energy (DOE), if you get SSI or TANF, you are immediately eligible for weatherization aid (TANF). To get help from this program, the household’s annual income before taxes must be less than 60% of the state’s median income.
